Accepting the administration’s initial stance would have effectively reduced statutory protections to at-will employment, allowing a president to remove a governor for any reason. Roberts clarified that the court has not yet ruled on whether Cook can ultimately be removed for cause, noting that the underlying facts of the allegations—specifically those concerning mortgage fraud—have yet to be properly analyzed by lower courts.

Trump criticized the ruling on Truth Social, describing the court’s decision as procedural and vowing to pursue further action against Cook. Despite the setback, the administration continues to push for lower interest rates. However, the presence of Cook on the board prevents Trump from securing a clear majority to unilaterally dictate monetary policy. This dynamic persists even with Kevin Warsh tapped to succeed Jerome Powell, as the central bank remains focused on inflation data and economic conditions, with recent readings placing PCE inflation at 4.1% and markets pricing in a 53% probability of further rate hikes by year-end.
