UK councils deploy Google Cloud AI to accelerate housing development

The initiative centers on two primary tools: the 'Extract' application and the 'Augmented Planning Decisions' (APD) prototype. Extract, built by the government’s Incubator for AI using Gemini foundation models, parses unstructured PDF records into structured datasets. This shift addresses a critical bottleneck, as householder applications—such as loft conversions—comprise nearly 70 percent of all submissions, yet consume disproportionate administrative resources.

The APD system functions as an analytical assistant, consolidating site data, cross-referencing zoning laws, and drafting initial evaluation reports. Despite this automation, human officers retain final authority, reviewing all machine-generated content to ensure accountability. Trials are currently underway in Barnet, Dorset, and Camden, with a nationwide rollout to over 300 English local authorities targeted for 2027.

Security remains a primary focus, with the government hosting Gemini models on a protected Google Cloud environment designed to maintain data sovereignty and block potential prompt injection attacks. By eliminating an estimated 255 hours of manual data entry per council annually, the program seeks to transform stagnant administrative workflows into a streamlined engine for national growth.
