Rising Citizenship Renunciations Fuel Tax Reform Pressure

The Federal Register data reveals that 1,331 individuals relinquished their status in the third quarter alone. With only 316 additional renunciations needed to surpass last year’s total, the figures underscore a deepening disconnect for expatriates who must navigate dual tax reporting regimes. Advocacy groups, including Tax Fairness for Americans Abroad, argue that this outflow represents a systemic policy failure rather than an exodus of the ultra-wealthy.

Brandon Mitchener, executive director of TFAA, maintains that ordinary Americans living overseas are increasingly trapped by double-taxation burdens. The group is now pushing for a shift to residency-based taxation, a model utilized by most other developed nations. Republican Congressman Darin LaHood of Illinois has signaled plans to reintroduce the Residence-Based Taxation for Americans Abroad Act, aiming to alleviate the pressure on the estimated 4.4 to 5.5 million U.S. citizens residing internationally. While these citizens struggle for political influence, the movement toward residency-based models remains a central point of contention in the broader debate over U.S. tax policy.
