Medicare Advantage Giants Cut Plans Despite Federal Payment Hikes

Private insurance companies are retreating from unprofitable markets, leaving enrollees to navigate the open enrollment period, which concludes December 7. According to KFF, UnitedHealthcare is exiting 228 counties while entering only nine, and Humana is withdrawing from 62 counties. The cuts often target supplemental benefits like dental and vision, forcing seniors to absorb higher out-of-pocket costs or transition to more expensive coverage options.

State-level impacts remain severe. In Minnesota, roughly 340,000 residents must find new plans, with some counties losing all Medicare Advantage options in favor of costlier, alternative private plans. Meanwhile, Massachusetts faces the displacement of approximately 20,000 seniors due to Blue Cross Blue Shield service reductions. These changes occur as industry critics, including Families USA, characterize the administration's recent funding increase as a windfall for corporations rather than a benefit for aging populations.

The Medicare Payment Advisory Commission reports that the federal government pays roughly $76 billion more annually for Medicare Advantage than for traditional Medicare, with the Congressional Budget Office projecting overpayments could reach $1 trillion over the next decade. As the Centers for Medicare & Medicaid Services, led by Mehmet Oz, defends the current payment structure, concerns persist regarding the industry's reliance on artificial intelligence to manage care denials and its history of aggressive federal overbilling.
