How a National Security Directive Is Being Weaponized Against Dissent

The report, titled "Enemies of the State: NSPM-7 and the Trump Plan to Crush Dissent," documents how the yearlong implementation of this memorandum facilitates interagency coordination to surveil and prosecute those whose views conflict with the administration's agenda. While the policy ostensibly addresses domestic terrorism, authors Shilpa Jindia and Nora Benavidez argue it lacks clear constitutional boundaries, effectively leaving anyone vulnerable to federal scrutiny.

According to the analysis, the reach of this framework extends to those protesting immigration enforcement, monitoring officials, or engaging in election integrity efforts. The authors note that the Department of Homeland Security has already investigated over 150 nonprofit organizations under the banner of election security. While the memorandum does not grant new legal powers, it empowers prosecutors and investigators to synchronize their efforts against perceived adversaries.

With midterm elections approaching, the authors express concern that the administration may intensify these tactics to maintain political control and suppress civic engagement. The report urges Congressional oversight to address what it describes as an ideologically driven use of state power, warning that the lack of thematic or geographic standards in the directive makes it a volatile tool for suppressing political expression.
