Lawmakers Demand Resignation After FEMA Misses Thousands of Flood Calls

The scale of the failure became clear on July 6 and 7, as the agency struggled to manage a surge in disaster applications. While FEMA successfully processed 99.7% of calls on July 5, the expiration of contracts that same evening caused a collapse in service. By July 7, the agency fielded 16,419 calls but managed to answer only 2,613—a success rate of roughly 15.9%. These contractors were not rehired until July 10, leaving victims without critical guidance during the most volatile phase of the recovery.

A Policy of Deliberate Friction

Critics argue this lapse is the predictable outcome of Noem’s broader push to dismantle the agency. Last month, the Secretary implemented a mandate requiring her personal approval for any FEMA payment exceeding $100,000, framing the policy as a check against waste. Internal emails reveal that FEMA officials grew increasingly frustrated by the lack of authorization for essential services, including a 72-hour delay in deploying search and rescue teams and aerial imaging equipment.

Despite a Department of Homeland Security statement asserting that every caller was assisted "swiftly and efficiently," Democratic lawmakers are describing the situation as a calculated effort to undermine government functionality. Senator Richard Blumenthal labeled the leadership failure "unforgivable," while Representative Jared Moskowitz suggested the delays were a deliberate attempt to manufacture evidence that FEMA is ineffective. With calls for an investigation mounting, the incident has reignited concerns over how mass personnel cuts across federal agencies like the National Weather Service and NOAA are impacting real-time disaster response.
