Co-chairs Dame Angela McLean and Lord Browne of Madingley contend that the nation’s future competitiveness hinges on its ability to command the AI value chain. Rather than relying entirely on global models, the Council proposes a comprehensive sovereignty plan that maps domestic computing power, skills, and data infrastructure. The strategy seeks to balance the development of homegrown capabilities with the secure procurement of external technology.
To bridge existing gaps, the Council outlines four primary recommendations: establishing a dedicated AI Sovereignty Plan, appointing a single accountable government lead, committing to long-term funding for fundamental research, and maintaining secure, diversified access to leading AI models. The proposal emphasizes that true sovereignty requires a holistic approach, where national assets—particularly data in health and education—are managed with clear objectives. While the advisory letter stops short of defining specific budgets or timelines, it insists that isolated project investments will fail to secure the UK's position in a rapidly shifting global landscape.
