Tom Fletcher, the UN under-secretary-general for humanitarian affairs, condemned the lack of accountability for attacks on relief staff, labeling the violence a grave betrayal of humanity. While Israel maintains that its strikes target Hamas and characterizes civilian and aid worker casualties as accidental, the toll continues to mount. The UN reported that 181 aid workers were killed in Gaza last year, with an additional 60 deaths recorded in Sudan’s civil war. Beyond fatalities, the humanitarian community faced 308 injuries, 125 kidnappings, and 45 detentions globally.
Despite a May 2024 UN Security Council resolution demanding the protection of aid staff, the situation on the ground remains dire. The Aid Worker Security Database estimates that at least 265 workers have been killed so far in 2025. Groups like the Palestine Red Crescent Society report that their staff are being deliberately targeted, often while operating in clearly marked vehicles. UN Secretary-General António Guterres stated that while aid workers remain the final lifeline for 300 million people, their protection is being undermined by a widespread absence of political will to enforce international humanitarian law.
