Europol Signals Quantum Readiness for Crypto Assets

Europol released two reports on October 7, detailing how quantum advancements could eventually expose wallet authorization keys. The primary concern centers on public-key cryptography; a sufficiently powerful machine could theoretically derive a private key from an exposed public one, allowing unauthorized transfers. However, the agency noted that blockchain hash functions remain largely resistant to such attacks.

To mitigate these risks, the agency advocates for a phased migration to post-quantum cryptography, aligning with the U.S. National Institute of Standards and Technology (NIST), which recently finalized three quantum-resistant standards. Bitcoin developers are already exploring solutions, including the draft BIP-361 proposal, which aims to move away from legacy signature schemes. Meanwhile, institutional custodians like BitGo and Coinbase are testing quantum-resistant signing workflows, and networks like Sui are planning native post-quantum account structures for 2027.

Beyond wallets, Europol addressed the "harvest now, decrypt later" threat, where encrypted data is intercepted today for future decryption. While there is no evidence of this being conducted at scale, the agency recommends that organizations handling sensitive government, medical, or intellectual property records prioritize early system upgrades. The transition remains a complex coordination challenge, as decentralized ecosystems must navigate governance hurdles and the status of dormant assets that may never migrate to new security standards.
