PGPZ emerged from a policy initiative previously developed by Electric Coin Co., though the organization now operates as an independent entity unaffiliated with the Zcash Foundation. Its mandate centers on educating regulators about privacy-preserving technologies and advocating for safe harbors for noncustodial software developers.
The group’s legislative agenda includes the Aligning Digital Assets with Principles of Taxation Act and the Digital Asset Tax Certainty Act. While the organization has not yet disclosed specific amendments, it intends to monitor how these bills impact mining, staking, and the broader Zcash ecosystem. PGPZ is barred from using its funding for campaign contributions or partisan activities, directing resources instead toward congressional briefings, policy research, and regulatory submissions.
This push into Washington comes as Zcash gains increased visibility in regulated markets, following the launch of a spot Zcash ETF by Grayscale on the NYSE Arca in August. PGPZ plans to maintain an active presence through the end of the year, with a scheduled congressional "fly-in" and policy events designed to establish a credible, long-term voice for privacy-focused digital assets among federal policymakers.
