OKX and ICE Seek SEC Green Light for Tokenized Stock Platform

The venture, established in June following a strategic partnership, intends to bridge the gap between digital assets and traditional financial markets. Unlike OKX’s existing offshore tokenized products—which currently offer price exposure without ownership rights—the proposed U.S. platform must adhere to strict SEC mandates. These requirements ensure that token holders retain equivalent privileges to conventional shareholders, including voting rights, dividends, and residual claims during liquidation.

Regulatory hurdles remain before commercial operations can begin. Under the SEC’s framework, OKXICE is required to notify underlying stock issuers of its intent to tokenize their shares. These companies are granted a 30-day window to object to the process, which would effectively block that specific security from the platform. Additionally, the venue must operate under strict volume caps, with Tier 1 securities limited to 75 symbols and Tier 2 to 250. The venture must also ensure all smart contracts are public and auditable, while maintaining real-time transaction reporting. Co-chaired by former New York Governor Andrew Cuomo and ICE executive Trabue Bland, the firm continues to pursue status as a U.S.-registered broker-dealer as it navigates this temporary five-year regulatory window.
