The resolution, spearheaded by Sen. Chris Van Hollen, aimed to invoke Section 502B(c) of the Foreign Assistance Act of 1961. Had it passed, the Trump administration would have been compelled to disclose information regarding the deaths of nine U.S. citizens and the status of Americans held in Israeli prisons since 2022. Failure to produce this data within 30 days would have triggered a mandatory freeze on specific U.S. military assistance to Israel.

While the vote fell short, supporters frame the outcome as a significant shift in legislative sentiment. In 2024, a similar measure led by Sen. Bernie Sanders garnered backing from only 11 senators. The current tally represents the largest group of lawmakers to date challenging the status quo of military aid. The debate highlighted the detention of individuals like Sama Safi and Abdalkareem Issa Ahmed Safi, who remain held without charge. Despite the defeat, Van Hollen maintained that the increased support signals a growing consensus on the necessity of oversight, vowing to continue the push for justice.
