UK Taxpayer Departures Surge by 32 Percent Amid Rising Fiscal Pressure

The surge from 52,000 filings in the previous year highlights a trend toward international mobility, according to analysis by accountancy firm UHY Hacker Young. While P85 forms serve as a primary indicator, experts suggest the actual number of people leaving is likely higher, as many departing residents neglect the formal notification process.

Tax specialists point to a series of post-election fiscal adjustments as the primary catalyst for this exodus. Increased capital gains and inheritance taxes, coupled with higher employer National Insurance contributions and new VAT levies on private school fees, have reshaped the financial calculus for many. The overhaul of the non-dom regime, which now restricts favorable tax treatment for new arrivals to four years and broadens inheritance tax scope, has further diminished the UK's appeal compared to jurisdictions like Italy and Switzerland.

Neela Chauhan, a private client tax partner at UHY Hacker Young, noted that the departures are not restricted to the ultra-wealthy. Working professionals are increasingly seeking environments with less stringent inheritance laws, with Sweden emerging as a notable destination due to its lack of such taxes. With further reforms to business and agricultural property relief and pending changes to pension fund taxation, the debate intensifies over whether the UK has reached a threshold where rising tax burdens stifle rather than bolster national revenue.
