Ripple’s David Schwartz draws parallels between Glock and SEC litigation

Ripple’s David Schwartz draws parallels between Glock and SEC litigation

The controversy centers on Connecticut Public Act 26-41, a statute set to take effect October 1 that classifies certain newly manufactured "convertible pistols" as illegal. Glock filed a federal lawsuit on September 21, asserting that the law is unconstitutionally vague and fails to provide manufacturers with clear guidance on whether their products comply. Glock contends its redesigned handgun series was specifically engineered to resist illegal modifications, yet the state’s definition leaves the company facing potential criminal exposure.

Schwartz, drawing from his experience during Ripple’s years-long clash with the U.S. Securities and Exchange Commission, described the situation as "grossly unfair." He suggested that companies are often left in an untenable position when forced to interpret shifting regulatory standards under threat of prosecution. While the SEC case concluded in August 2025 with a $125.035 million penalty and a final judgment, Schwartz continues to frame the ordeal as a warning about the lack of predictable legal frameworks for industry.

Connecticut officials remain unmoved by these comparisons. Attorney General William Tong has vowed to defend the "lawful and lifesaving" measure, stating that the state’s gun control efforts are necessary. With the law looming, Judge Kari A. Dooley has scheduled an emergency hearing for September 29. The outcome will test whether the court views the statutory definitions as sufficiently precise or if the state must provide further clarity before the October deadline.
