Guterres Demands Total Fossil Fuel Phaseout at COP28

Guterres framed the current climate trajectory as a failure of global leadership, pointing to his recent observations of melting glaciers in Antarctica and Nepal as physical evidence of a planet in crisis. He warned that Earth’s vital signs are failing, citing record emissions and extreme weather events that have marked this year as the hottest in recorded history. With current national climate pledges putting the world on track for 3°C of warming, he urged G20 nations—responsible for 80% of global emissions—to accelerate their transition to net-zero by 2040.

A Path to Global Stocktake

The Secretary-General outlined a three-pronged strategy for the ongoing global stocktake, the mechanism used to evaluate progress under the Paris Agreement. Beyond the total phaseout of oil, gas, and coal, he called for tripling renewable energy capacity and doubling energy efficiency by 2030. Furthermore, Guterres demanded a surge in climate finance to support vulnerable nations, specifically urging wealthy countries to honor long-standing commitments of $100 billion annually. He leveled a direct critique at fossil fuel executives present at the summit, noting that oil and gas companies currently allocate a mere 1% of their investment capital to clean energy, and cautioned that clinging to an obsolete business model threatens both the planet and their own future economic viability.
