Legend Holdings Weighs Sale of Banque Internationale à Luxembourg

The bank, founded in 1856, remains a cornerstone of the Luxembourgish financial landscape and is classified as systemically important by the European Central Bank. While Legend Holdings continues to list the lender as a major asset on its corporate website, the shift toward a sale reflects a broader strategic pivot. Ray Soudah, founder of MilleniumAssociates, suggests that the move is driven by a lack of viable acquisition targets in the region, noting that the window for financial institutions to remain independently owned by non-financial entities is closing.

Initial bids for the bank are anticipated by the end of September. A successful transaction would mark a significant exit for Legend, which purchased the firm from Qatari owners in 2017 for €1.6 billion. The Luxembourg state, which maintains a 10 per cent stake in the bank, remains a partner in the entity. BIL currently holds an A- rating from S&P and an A2 from Moody’s, serving as a critical bridge for services connecting China, Luxembourg, and Switzerland.
