G20 Finance Ministers Open Dialogue on Taxing the Ultra-Wealthy

The agreement marks a victory for the Brazilian government, which championed a proposal by economist Gabriel Zucman. Zucman’s plan advocates for a 2% minimum tax on the fortunes of roughly 3,000 billionaires, a policy estimated to generate approximately $250 billion annually. While the final declaration emphasizes respect for national tax sovereignty, it acknowledges that current systems often allow the ultra-rich to avoid paying their fair share.

Opposition remains significant. U.S. Treasury Secretary Janet Yellen expressed skepticism, noting that global coordination of tax policy is notoriously difficult and suggesting that individual countries should manage their own progressive systems. However, supporters like Oxfam International view the consensus as a historic breakthrough. Susana Ruiz, Oxfam's tax policy lead, described the agreement as a necessary step to curb the outsized influence that massive fortunes exert over democratic institutions. With global support for wealth taxes rising in public polls, the focus now shifts to the G20 Summit in November and ongoing negotiations at the United Nations regarding a broader tax cooperation framework.
