Industry experts suggest that even if the bill were to pass, it would not serve as a panacea for crypto firms. Coinme CEO Neil Bergquist noted that the legislation would clarify federal oversight between the SEC and the CFTC but would leave state-level money-transmitter licenses entirely untouched. Platforms would remain tethered to dual layers of compliance, continuing to navigate a fragmented regulatory landscape where agencies often rely on enforcement actions rather than clear, durable statutes.
