The regulator’s strategy, outlined in its latest priorities, focuses on public-private collaboration to modernize how financial assets are handled. To navigate the transition, the FSA will launch an On-chain Finance Forum for the AI Era, providing a sandbox for officials and industry leaders to address technical hurdles and regulatory frameworks. This initiative follows the government’s broader July strategy to drive capital toward growth industries and modernize corporate financial structures.
Practical application is already moving beyond the planning phase. Four Mitsubishi UFJ Financial Group companies are currently testing Japanese Government Bond repos on the Canton Network, exploring 24-hour settlement cycles. Simultaneously, the FSA is looking toward the 2030s for a full-scale operational system for listed stocks and government bonds, working in concert with the Bank of Japan and the Ministry of Finance. These efforts run parallel to private sector moves, such as SBI Global Asset Management’s recent launch of a tokenized equity fund on the Solana blockchain.
Beyond domestic settlement, the agency is prioritizing cross-border efficiency. By hosting Asia Day 2027 during Japan Fintech Week, the regulator intends to align regional standards for digital transfers. While pushing for innovation, the FSA maintains that user protection and system stability remain non-negotiable, a stance recently reinforced by the creation of a dedicated Cryptocurrency and Stablecoin Division to oversee the evolving digital landscape.
