Despite the reported talks, the FCA has issued no formal proposals or timelines for a rule change, and the agency currently classifies these contracts as high-risk binary options unsuitable for retail portfolios.

The regulatory landscape remains fragmented, as sports and political betting contracts fall under the jurisdiction of the Gambling Commission, while financial and climate-related events are overseen by the FCA. This division complicates the path toward potential liberalization. Any formal reversal would require a rigorous consultation process to establish new retail safeguards, including suitability assessments and standardized risk disclosures. For now, the FCA continues to warn that offshore platforms leave consumers without access to the Financial Ombudsman Service or standard compensation schemes, effectively operating outside the protections of the British financial system.
