Fossil Fuel Lobbyists Maintain Stranglehold on COP30 Climate Talks

A report released Friday reveals that over 5,350 fossil fuel lobbyists have participated in UN climate summits over the last four years. These representatives hail from 90 corporations responsible for nearly 60% of global oil and gas production. Despite the 2015 Paris Agreement goal to limit warming to 1.5°C, critics argue that these industry actors are actively undermining climate policy to protect their profit margins.

Major oil companies maintain a significant presence at these summits. Between COP26 and COP29, Shell deployed 37 lobbyists, BP sent 36, ExxonMobil registered 32, and Chevron sent 20. These figures exclude additional personnel from industry trade groups. Fiona Hauke of the advocacy group Urgewald noted that these same firms spend upwards of $35 billion annually searching for new extraction sites, directly contradicting the objectives of the climate talks.

With COP30 scheduled for November 10–21, more than 225 organizations have petitioned for a polluter-free summit, demanding an accountability framework to prevent corporate interference. To date, organizers have implemented few protections. Nerisha Baldevu of groundWork/Friends of the Earth South Africa described the current dynamic as a transformation of climate negotiations into trade expos, warning that institutional integrity remains at risk as long as those profiting from environmental destruction help shape the global response.
