The deal, announced Friday by Trump and Venezuelan acting president Delcy Rodríguez, promises the development of fields potentially holding 65 billion barrels of oil. This announcement comes as U.S. gas prices remain above $4 per gallon, with AAA data indicating this August is on track to be the most expensive on record. Trump claims the initiative will replenish the Strategic Petroleum Reserve—currently at its lowest level in decades following releases tied to the conflict with Iran—and eventually lower consumer costs.

Allie Rosenbluth, program manager at Oil Change International, dismissed the deal as a cynical attempt to mask the consequences of the administration’s foreign policy. She noted that increasing production of Venezuela’s heavy, crude-laden resources would require years of investment, offering no immediate relief to American drivers. Energy analysts also expressed skepticism regarding the logistics of the project. Gerald Kepes, president of Competitive Energy Strategies, pointed out that the U.S. government lacks the operational capacity to manage such projects directly. While Chevron remains the sole U.S. firm currently active in the region, the involvement of a private Venezuelan entity in this new agreement remains opaque.
