MTS is leading the integration by leveraging its MTS Pay module, allowing customers to use digital rubles across various services without product-specific restrictions. Users will access the currency through the My MTS app, following a process similar to the existing Faster Payments System. Rostelecom is focusing its initial launch on one-time website payments, while continuing technical synchronization with a major domestic lender. MegaFon has confirmed it is also preparing its systems for the currency launch, though rival operator VimpelCom has declined to comment on its immediate plans.
This transition is part of a broader regulatory mandate from the Bank of Russia. Large merchants with annual revenues exceeding 120 million rubles are now required to offer digital ruble options if they meet specific banking criteria. The central bank has incentivized early adoption by waiving transaction fees for businesses until the end of 2026. While the digital ruble functions as a third form of national currency, it remains distinct from private cryptocurrencies, which face separate, stricter regulatory frameworks for investment and cross-border use. For consumers, the digital ruble platform provides a fee-free alternative to traditional non-cash transactions, with account funding capped at 300,000 rubles per month.
