The ballot includes SGP-0001, which seeks to ratify a formal Solana Constitution and activate the on-chain governance system known as svmgov. This framework would standardize decision-making processes, requiring a quorum of one-third of the total network stake and a two-thirds majority of participating votes to pass. While these votes act as a directional mandate, they do not trigger immediate technical changes.

SGP-0002 addresses the network’s inflationary schedule, proposing to double the annual disinflation rate from 15% to 30%. If enacted, this change would accelerate the timeline for reaching Solana’s 1.5% terminal inflation floor from 5.7 years to roughly 2.8 years, potentially reducing SOL emissions by approximately 18.9 million tokens over a six-year horizon. Simultaneously, SGP-0003 introduces a bifurcated fee structure. It proposes splitting transaction costs into a fixed inclusion fee for block leaders and a variable resource fee that is permanently burned, aiming to better align costs with computational demand.
