Bank of Russia expands qualified investor path ahead of crypto rollout

The regulator will accept specific credentials, including the Qualifin Certificate from the National Finance Association and the MOEX Investor Certificate from the Moscow Exchange. These domestic certifications join existing routes for qualification, such as minimum asset holdings, relevant work experience, or high income levels over the previous two years. Deputy Governor Mikhail Mamuta stated that the objective is to ensure investors possess a genuine understanding of risks associated with complex financial instruments rather than simply increasing the total number of qualified participants.

This policy adjustment arrives alongside the implementation of Russia's new crypto framework, which differentiates market access based on investor classification. Under these rules, non-qualified investors face a 300,000-ruble annual purchase ceiling for approved digital assets. Qualified investors, however, gain access to limits ten times higher, capped at 3 million rubles. Major institutions are already positioning themselves for this transition; Sberbank is developing trading infrastructure for a December launch, while Alfa-Bank has piloted crypto services within its brokerage platform for select clients. Market participants have until July 2027 to achieve full licensing compliance under the new regulatory regime.
