While Trump points to this figure as a vindication of his agenda, experts argue the credit belongs elsewhere. Richard Frank, a health economist at the Brookings Institution, suggests the decline is primarily driven by the Inflation Reduction Act, specifically the Medicare drug price negotiation program—a policy the current administration has actively attempted to undermine.

Public Citizen notes that the White House has failed to provide verifiable methodology for its claims, relying on opaque data and arbitrary baselines to construct a favorable narrative. The group highlights that the administration’s "most favored nation" initiatives, such as TrumpRx, have failed to produce significant savings for consumers. Instead, analysts point to patent expirations and the existing Medicare negotiation framework as the actual catalysts for lower costs. Meanwhile, internal policy shifts are already shielding specific manufacturers, such as AbbVie, from these same negotiations, further complicating the administration’s stated commitment to lowering pharmaceutical expenses.
