While regulators expect issuers to manage customer identification, transaction tracing, and reserve redemptions, these functions can no longer exist as isolated workflows. Instead, institutions must demonstrate that their risk management and technology systems operate in concert at scale.

The regulatory landscape is shifting rapidly, with the Office of the Comptroller of the Currency and the Treasury Department finalizing frameworks that mandate rigorous oversight. These rules cover everything from liquidity and capital requirements to audit procedures and sanctions compliance. For firms like Telcoin, which secured a charter in Nebraska by aligning its technology with traditional banking requirements, this preparation has been a multi-year effort. Success, according to Gerhart, will ultimately depend on an issuer’s ability to blend strict regulatory compliance with the interoperability required to serve customers effectively. As the July 18, 2028, deadline for distribution platforms also looms, companies are being urged to audit their listings and geographic controls now rather than waiting for the final enforcement window.
