The agreement grants Immigration and Customs Enforcement (ICE) access to the company's CLEAR database, a massive repository containing Social Security numbers, geolocation history, utility records, and social media activity. While ICE has utilized Thomson Reuters services since 2008, the current administration aims to scale this surveillance to assist in investigations regarding immigration and alleged voter fraud. Advocates warn that aggregating this information into searchable dossiers creates a powerful tool for government monitoring, particularly when amplified by artificial intelligence.

In a letter sent to the Senate Judiciary and Homeland Security committees, groups including the ACLU and Public Citizen argued that federal agencies are effectively purchasing a workaround to the warrant process. The coalition is pressing lawmakers to pass the Fourth Amendment Is Not For Sale Act to close the data broker loophole. Thomson Reuters maintains that the CLEAR platform does not contain information typically requiring a warrant and denies that the service poses a constitutional risk. However, critics remain skeptical, noting that the broad application of these commercial tools in domestic electoral investigations highlights a concerning expansion of state surveillance capabilities.
