The devices, known as Generated Low Output Voltage Emitters (GLOVE), are manufactured by Kentucky-based Compliant Technologies LLC. While the company markets the product as a humane de-escalation tool that induces temporary discomfort without causing physical scarring, experts warn of potential misuse. John Peters, president of the Institute for the Prevention of In-Custody Deaths, noted the sensation is an immediate, sharp "bee sting" and cautioned against using the technology on high-risk populations, including children, pregnant women, and the elderly.

Critics view the procurement as a direct consequence of the $70 billion in additional funding authorized by the Senate in June. Senator Susan Collins, who faces a competitive reelection bid, has faced mounting pressure from protesters in Maine following the fatal shooting of 25-year-old Johan Sebastián Durán Guerrero by an immigration agent. Despite these incidents, Collins has defended her support for the agency by citing mandated reforms and allocations for body cameras. Advocates, including the ACLU and the National Immigration Law Center, remain unconvinced, labeling the agency a rogue entity that should not be further empowered with pain-inflicting technology.
