This move aligns with recent legislative changes to the Financial Instruments and Exchange Act, which reclassified crypto assets as financial instruments rather than mere payment tools.

Regulators are coupling this organizational shift with stricter enforcement and broader market reforms. Recent amendments have introduced insider trading prohibitions and significantly increased penalties for operating without registration, with maximum prison sentences rising to 10 years. While authorities tighten compliance, lawmakers are simultaneously exploring growth-oriented measures, including potential adjustments to leverage caps and the introduction of domestic Bitcoin exchange-traded funds. These efforts reflect a dual-track strategy: hardening investor protections while attempting to foster liquidity and long-term digital asset integration.
