He pointed to the historical cases of Victor Manuel Rocha and Ana Belén Montes as evidence of a sustained, clandestine threat. Beyond traditional espionage, Rubio alleged that the Cuban government is actively fueling radical activism across U.S. college campuses and organizing nationwide protests against police brutality.

The Debate Over Pretext

Political observers and legislative figures were quick to reject the premise. Senator Ruben Gallego labeled the rhetoric an attempt to settle “family feuds of the 1960s,” while Matt Duss of the Center for International Policy dismissed the comments as “completely batshit insane.” Cuban Foreign Minister Bruno Rodríguez characterized the narrative as a “clumsy lie,” warning that the administration is constructing a “fantastical pretext” to justify potential military aggression. Rep. Mark Pocan echoed these concerns, suggesting the administration is deliberately inflating national security fears to lay the groundwork for a future invasion. Meanwhile, experts in financial crime noted that the intensity of current U.S. economic warfare remains grossly disproportionate to the actual threat posed by the island, which is currently struggling to maintain basic infrastructure.
