Circle Secures New York Trust Charter to Bolster USDC Oversight

The New York approval reinforces a decade-long relationship between the company and the state regulator, dating back to 2015 when Circle became the first firm to receive a BitLicense. CEO Jeremy Allaire noted that securing this charter was a long-term goal, positioning the company under a framework he describes as an international standard for digital asset oversight.

While both the state-level charter and the recent approval from the U.S. Office of the Comptroller of the Currency involve trust entities, they serve distinct roles. The federal authorization, which allows for the creation of Circle National Trust, focuses on fiduciary digital asset custody. Conversely, the New York charter is designed to govern the issuance of USDC, allowing the company to maintain its stablecoin operations within the established state regulatory perimeter. These parallel frameworks allow the firm to scale its infrastructure while navigating different legal requirements across state and federal jurisdictions.
