Bhutan Taps 3iQ to Manage Gelephu’s Bitcoin Treasury

The agreement, announced July 30, positions 3iQ as a founding institutional partner for the city’s emerging fund ecosystem. While the mandate signals a move toward active financial management, the parties have yet to disclose the specific volume of Bitcoin involved, the fee structure, or the custody providers. 3iQ chief executive Pascal St-Jean stated the firm intends to manage the capital responsibly, though the lack of public risk limits or performance benchmarks leaves the exact strategy for the national reserve unclear.

Regulatory and Operational Hurdles

Operating within Gelephu requires adherence to local financial oversight. As of July 31, 3iQ did not appear in the Gelephu Financial Services Office’s directory of authorized firms. While the region offers an accelerated licensing pathway for entities supervised in recognized foreign jurisdictions, the absence of a registered local entity or a clear regulatory framework leaves questions regarding the mandate’s immediate implementation. GMC board director Jigdrel Singay maintains that this is merely the first in a series of milestones intended to build a sustainable institutional ecosystem. For now, the arrangement functions as a strategic declaration of intent rather than a fully detailed investment program.
