The atmosphere inside the chamber turned volatile as the measure passed, with protesters jeering lawmakers and Democratic representatives linking arms to walk out in protest. One Republican, state Rep. Todd Warner, drew particular attention by entering the chamber wearing a Trump 2024 flag as a cape. The new lines are expected to eliminate the seat held by Rep. Steve Cohen, the state's sole Democratic member of the U.S. House, by splitting the majority-Black city of Memphis across three different districts.

State Rep. Justin Pearson condemned the move as "evil," while Rep. Gloria Johnson characterized the proceedings as a "white power grab." The Tennessee Senate is slated to finalize the map on Friday. This legislative maneuver follows a recent U.S. Supreme Court ruling that weakened the 1965 Voting Rights Act, a decision that has triggered similar redistricting efforts across the South, including in Louisiana, Alabama, and Mississippi. Critics, including the ACLU of Tennessee, have labeled the map a "Jim Crow" instrument designed to dilute the political power of communities of color.
