Legislators from states including Maine, Georgia, and Michigan argue that the lapse will disproportionately impact younger workers and entrepreneurs, potentially forcing them into debt or complete insurance loss. According to the Congressional Budget Office, the expiration could cause 4.2 million people to lose their coverage, while a Commonwealth Fund analysis projects a loss of 340,000 jobs nationwide.

Insurance premiums are already projected to rise by an average of 26% next year, a surge that threatens to trigger a market death spiral if federal support vanishes. While congressional Democrats have pushed to link the subsidy extension to government funding negotiations, Republican leadership has remained unmoved. Senator Patty Murray noted that the refusal to act ignores widespread voter frustration, as the issue gains prominence ahead of upcoming election cycles.
