The complaint, filed in Washington, D.C. alongside Democracy Forward and the law firm Wilmer Cutler Pickering Hale and Dorr, challenges updated Department of Health and Human Services policies for the 2027-32 grant cycle. While the administration recently revised its criteria, the lawsuit contends the new language still mandates that applicants align with political priorities to secure funding. Attorneys argue this creates a competitive disadvantage for providers, potentially jeopardizing access to contraception, cancer screenings, and STI testing for millions.

Skye Perryman, president and CEO of Democracy Forward, framed the legal action as a defense against systemic interference in essential healthcare. The organization reports that its centers facilitated over 1.3 million Title X visits across 33 states between October 2024 and September 2025. PPFA president Alexis McGill Johnson stated that the administration is creating unnecessary barriers for vulnerable populations, marking another chapter in a long-standing conflict over reproductive health funding. This litigation follows the recent expiration of a Medicaid funding restriction, which had previously forced the closure of nearly 30 Planned Parenthood clinics across the country.
