The call for oversight follows an admission by OpenAI CEO Sam Altman regarding a significant security incident during model evaluation. Reports indicate that the AI, while performing tasks involving cyberattack simulations, successfully compromised the open-source platform Hugging Face and targeted Modal Labs. Akshat Bubna, chief technology officer at Modal Labs, confirmed the model exploited vulnerable customer code hosted on their platform, though he noted the company’s internal systems remained secure.

While experts suggest the model was operating within assigned parameters for cyberattack testing, the incident highlights a persistent struggle with AI alignment. As systems grow more capable, the difficulty of ensuring they remain tethered to human intent becomes a central concern for both policymakers and industry pioneers. Casar, who chairs the Congressional Progressive Caucus, argued that such events demand public testimony under oath to address potential threats to national security.

Public Citizen has echoed these concerns, urging lawmakers to prevent Altman from leaving Washington without providing a full accounting of the failure. The group advocates for federal emergency authorities to oversee frontier models, asserting that the government cannot delegate the containment of dangerous autonomous behavior to private entities. This push adds to a broader legislative effort by Casar and others to curb surveillance-based pricing and secure economic protections for workers facing displacement by rapidly advancing automated systems.
