IMF Urges Brazil to Tighten Oversight of Expanding Stablecoin Market

The IMF’s latest Financial System Stability Assessment highlights that Brazil’s crypto ecosystem is increasingly intertwined with traditional finance, yet significant gaps persist in consumer protection, anti-money laundering protocols, and stablecoin issuance standards. Analysis indicates that purchases of dollar-pegged tokens are two to three times more sensitive to global market shocks than foreign direct or portfolio investments. This heightened volatility poses a risk to financial stability as digital assets become more deeply integrated into the local payment infrastructure.

While the Banco Central do Brasil (BCB) has taken steps to regulate service providers, the IMF suggests the current framework is insufficient for the pace of adoption. BCB Governor Gabriel Galípolo has noted that stablecoins account for roughly 90% of the country’s reported crypto flows, fueling concerns regarding monetary sovereignty and capital flight. Brazil has already moved to insulate its regulated foreign exchange channels by prohibiting the use of virtual assets for settlements under Resolution BCB No. 561, effectively creating a divide between supervised payment systems and private crypto activity. Rather than calling for a total ban, the IMF advocates for a robust regulatory perimeter that accounts for the unique risks posed by offshore-issued tokens.
