The union emphasized that the legislation provides necessary tools for tackling organized crime, fraud, and money laundering by clarifying the application of existing financial statutes to the crypto sector. Key provisions include new safeguards for digital asset kiosks and frameworks that allow financial institutions to temporarily delay suspicious transactions without facing liability, a move the FOP argues is vital for asset recovery.

Despite this endorsement, the bill’s path forward remains uncertain. Senate Majority Leader John Thune indicated that the legislation is unlikely to reach a floor vote before the August recess, leading traders on Polymarket to slash the probability of the bill passing in 2026 to 33%. Analysts point to the heightened political climate surrounding the upcoming midterm elections as the primary hurdle. Even with bipartisan support, the bill must navigate a crowded legislative calendar, with potential action pushed to the post-election session as lawmakers grapple with competing funding and defense priorities.
