While the tech sector remains a primary player, it accounts for only 20% of the total effort. Industries ranging from healthcare and defense to media and finance are aggressively spending to ensure that emerging regulations favor profit margins over public protections.

The Battle for Federal Control

The influence campaign intensified significantly as the Biden administration moved toward its October executive order on AI safety. By the end of 2023, the number of lobbyists targeting White House officials reached 931, a 188% increase from the first quarter. Robert Weissman, president of Public Citizen, warns that the current climate creates a dangerous dynamic where private entities dictate public policy. Major organizations including the Chamber of Commerce, the Business Roundtable, and General Motors have led the charge, hiring dozens of representatives to navigate legislative efforts like the AI Accountability Act and the DEEPFAKES Accountability Act. With federal agencies now tasked with implementing complex oversight, advocates fear that the unchecked presence of corporate lobbyists will leave the public interest sidelined in the halls of power.
