Witt, who serves as executive director of the President’s Council of Advisors for Digital Assets, confirmed on July 20 that his Judge Advocate General training with the Georgia Army National Guard has been postponed. This decision reverses a previous plan that would have transferred his responsibilities to deputy director Harry Jung, who announced his own departure from government service on July 21. Without Witt’s continued presence, the White House would have faced a significant staffing gap during a critical window for digital asset regulation.

The legislative path forward remains narrow. With the Senate scheduled to begin a state work period on August 10, negotiators face an August 7 deadline to resolve lingering disputes over ethics rules, stablecoin rewards, and consumer protections. While Coinbase vice chair Ryan VanGrack recently noted that Democrats have secured stronger safeguards in the bill, the White House and Senate leadership have yet to reach a bipartisan consensus on restrictions regarding government officials profiting from digital assets. Market confidence remains cautious, with Polymarket traders recently pricing the bill's passage at 31%. Witt’s involvement is widely viewed as essential to bridging the divide between the White House, banking lobbyists, and crypto industry stakeholders before the recess.
