The July 18 deadline for the Office of the Comptroller of the Currency, the Federal Reserve, and other agencies to finalize regulations has passed without a single completed rule. Although the law remains in effect, the absence of finalized standards for reserve assets, custody, and capital requirements has forced companies to manage operational hurdles without a unified federal benchmark. Former SEC counsel Ashley Ebersole noted that while the act successfully established structural mandates, it has faltered in execution, leaving eight major proposals in limbo.

Despite the administrative lag, industry growth persists. Stablecoin market capitalization has climbed past $300 billion, with institutional players like Fidelity and Ripple expanding their footprint. Market participants suggest that the delay in rulemaking—compounded by the need for banking partners to conduct independent compliance assessments—adds significant time and cost to cross-border payment initiatives. As the industry shifts its focus toward the proposed CLARITY Act to fill remaining market structure gaps, the pressure mounts on agencies to resolve the legislative backstop before the January 2027 effective date.
