Opponents criticized the bill for its lack of oversight on Israeli military aid and its authorization of technologies they argue are susceptible to human rights abuses. Senator Ron Wyden specifically highlighted concerns that surveillance tools developed through the bill’s proposed cooperation could be weaponized against both civilians in Gaza and the American public.

While Republicans condemned the maneuver as an attempt to hold national security hostage, the move drew praise from advocacy groups like CodePink and Public Citizen. Critics of the bill, including the watchdog Taxpayers for Common Sense, warned that the requested $250 billion increase to the base budget creates an unsustainable fiscal path. With the legislative impasse now set, Senator Ed Markey has renewed calls for fiscal restraint, recently introducing the Slash the Pentagon Act to cap military expenditures at $750 billion.
